In times when public money gets more and more restricted, the running cost of signalling systems gain increasing importance. At the same time, increased requirements for safety, reliability and availability (RAMS) put tight limits to the technical possibilities of cost reduction. Therefore, the design of the flex system not only optimises the initial system cost but moreover focuses on the Total cost of ownership (TCO) instead. In fact, an entire and extensive package of technical and design measures were applied ensuring that flex is the LX system with by far the lowest entire life cycle cost (LCC).

Therefore we developped flex based on the focus of „total cost of ownership“ (TCO), also known as „life cycle cost“ (LCC). Due to a couple of arrangements we are convinced to have with flex already reached the goal to develop a level crossing system with the lowest possible „total cost of ownership“. The costs of safety installations are getting more and more focus due to reduced monetary resources. At the same time higher requirements regarding safety, reliability and availability are in competition to cost reduction opportunities. Respectively the initial acquisition costs of a level crossing system cannot be reduced with higher usage of sophisticated technology. This setup cannot be done without compromises regarding reliability and availability.

To reduce the "lcc" of a level crossing system over the whole life cycle in a sustainable and substantial matter, one and only arrangement or one improvement are not sufficient. In fact and consequently a couple of action points must be made. Due to this fact the product philosophie of the flex - system plattform is focused on lcc optimization and was taken into consideration already in the first design steps.
